As per this discussion, you need to have the "Land Owner" perk personally for it to have an effect. Officers such as quartermaster and shopkeeper (Sabine Matton's occupation by default unless you reassign her, for example) are shown to contribute it. Perhaps I should change "init_officertypes.c" to remove "BasicLandOwner" from their lists so that they can't contribute the perk uselessly.

How should skill contribution for Land Ownership be handled?

The PLAYER needs to have the relevant skills. This to be clarified as per the opening post.

A QUARTERMASTER can contribute his skills and abilities too.
