Solved Blacksmith doesn't fix all blades

I just had an encounter with blacksmith @ Puerto Rico.. he doesn't seem to fix multiple blades.. is it supposed to be this way or is it a bug?

I remember mentioning something about this a few weeks ago, but I can't seem to find the thread where I wrote it in

And just to clarify, the Puerto Rico blacksmith DOES do batch repairs, but only up to "Good" level.

Actually he is grumpy.. I ask for batch it doesn't accept my order.. but i'll try again today to confirm whether batch to good quality works or not
