Can anyone help me?

I' ve installed Build 12 succesfully but when I try to start POTC it doesn't open!Does anyone know how to help me?

What exactly happens? Do you get a black screen when you start a new game? If so: That's a known issue. Download the full download installer from the main Pirates Ahoy! website and install that. If that isn't the problem, please explain yourself a bit further. Also: Did the game work properly before installing Build 12?

The game worked properly,now it just won't start.When I double-click the POTC icon to start the game this

appears and then it closes!Nothing else happens.

Hmm. I've had the same thing happening to me. The problem was fixed after I reinstalled the computer. But I doubt you'd be wanting to do that. Under Windows, open up a different user than the one you usually use (if you only have one user, create a new one) and try to run the game when running under the other user. It worked for me. In case you indeed have the same problem, with a bit of luck it'll work for you too.
