Can't do hoist the colours w/ Jack

I have build mod 13 and whenever I start the game with jack, this quest will never start up :?, If I want to follow a main quest, I have to go near oxbay and it will say I witnessed the French taking oxbay and only start that quest line. Please help!:will

Build 13 only has the original game's main quest.

For the Jack Sparrow - Bartolomeu - Assassin - Hornblower & the other main quests you need Build 14
