Fixed Capture Colonies: Issues with Newly Replaced Towns

Current status:
Tortuga: Confirmed working by me in the previous release
Oranjestad: Fixed and confirmed working in yesterday's release
Havana: Fixed and confirmed working in yesterday's release
Santiago: Problem found and fixed
Santo Domingo: Fixed and confirmed working in yesterday's release

I tested all new towns now myself. All except Santiago are now good. For Santiago, I made the final fix so that one should work now too.

Also found a feature I broke with the Black Pearl deck fix, so I sorted that out too.
This means Spanish forts get their Spanish look back during the assault.
