Is there a way to lower the cost of buying the patents and LoM? They shouldn't be cheap but they shouldn't be taking 80% of my hard earned gold either.

I'm not sure how the game calculates how much to charge for Patents and LoMs. - You could try carrying less money when you talk to the diplomat ( stash some of your gold in the chests in your Capt. cabin before going ashore ) - and see if that causes him to drop his price.
