We could do as you suggest and keep them but move them to a disabled row.
We could also enable the 8th row and put some deliberately temporary flags in there.
Just to show people that they COULD replace those with their own if they'd like.

@Grey Roger: If you're going to play around with flags again, maybe this pennants could use some simplifying?

I don't think the detail in the pennants really looks very good; maybe it would be better if that pennant was just plain red.

Try this. I've also tidied up the alpha map mask for the first one because it's easy, but don't have time to do the rest. Here's how the second flag in row 2 should now look:

(I've borrowed the French trick of making the trailing section larger to counter the illusion of it being smaller due to the taper and the end fluttering in the wind.)

Brilliant! You even made it red AND white, which is especially nice.
My original thought was a plain red one, but that might be "too piratey", so this is much better.
