Need Help Governor quest - Smuggler hunt

This is the second time i have received this quest from the basse-terrie governor. The 1st time it took 3-4 hours of retrying before the ship finally spawned. Like a fool i took the quest again and again i cannot get the smugglers to spawn!

I have tried sailing around the island for 5 days on both map view and open sea view sailing close to any ship that i come across and using fast travel to search the bays.

What am i doing wrong? Could some who has completed this quest and remembers how please take me through it step by step.

A little more info...

The Governor of Basse-Terrie asks you to find and stop smugglers who are smuggling slaves. His fleets are all away. All he knows is they will arrive at some point in the next 5 days. I should check every ship that enters into the islands waters.
 
Thanks for the advice so far, but still no joy.

Ok so have gone on the world map and everyday i have returned to the battle map and fast traveled to all the bays. On the last day (day 4-5) 2 or sometimes 3 ships appear all with french flags, they always just sit next to the port i sail next to all them and nothing happens, i then go aboard them and again nothing happens. Often the men on board are soldiers. Every time i leave to map mode and then go back the same ships are there and no other ships appear, eventually i hear the ding and the quest is failed. :(

Where am i going wrong?
 
On the last day of the quest, enter battle mode. Sail around and fast travel to all the ship that near, make the ships bear the flag of the nation that gave you the quest priority since they are most likely the smuggler. If the ship turn hostile when you are close, you've got him. Sometimes the smugglers travel with an escort so be prepared. Remember to save before doing this quest so you may retry. You should have a good ship with big cargo hold to take in all the goods.
 
in my case, they always come on the 5th day, always in a pair of the same type of ship. one is the buyer, one is the seller. skip between days in world map, but check every morning or night in battle map. sometimes, they're too far for you to detect with "sail to" feature. this happened to me in port-au-prince. they never appeared, yet it turned out they did appeared but only detectable from port-au-prince lighthouse. i was waiting on the port so i missed them.
 
It happen when the island is too big or have too many landing spots so it's better to get the mission on a small island with fewer landing spot.
 
Is the procedure the same for the Governor quest "Destroy the transport ship traveling to San Jose"?
I am searching for the ship on the last day in both travel and combat map - cannot spot it.
 
Wait near San Jose (north east or north west) at a position between the port the ship is traveling from (north west if the ship is from Port Royale) and San Jose, you might spot a ship with different sail color (Violet).
 
Okay thanks. I will try it today...
I may have waited to close to the target island because the ship never came.
