[Help]Governor quest

So i'm French and we're at war with Spain and i got this quest to go to Portobelo to find Eldo Bueyo...where should i look for him?I think i've tried every house and guards didn't detect me and i couldn't find him.I also slept untill the morning but guards start to attack me if i get out of tavern.

Governor Dode Frumont of Tortuga has tasked me to travel to Portobelo, in Spanish Main to find a local port captain, name of Eldo Bueyo, thereby to recive a parcel containing vital documents
Should i hand-deliver said parcel to the Governor within 33 days, I shall recive a sum of 4400 piasters.
Oh, a pretty important detail: in Portobelo, i must refrain sounding the alarm, last the agent fail to risk contacting me.

EDIT :- The Port Captain is the guy you leave ships with he should be in the port control building.
