I was told in the questbook to find an adventure in speightown and there is nothing to do

Is that at the very beginning of the story?
There should definitely be something to do.

get drunk with a mate in the tavern ?

You'll have to find either Billy Brock in the tavern or first talk to Bligh and then Sir Christopher Mings.

If you've already been to the tavern then it's probably too late to talk to Lieutenant Bligh. Otherwise, go to the port and look for a naval officer on the pier.

In the tavern, look for a man sitting on the floor near the stairs. Or, if you found Lieutenant Bligh, look for a fat man looking like a governor sitting at one of the tables.
