It can't be put directly into the category, otherwise you'd have threads on the forum index page, so making it a sub-forum was the only option.
However, it can be moved to the top of the list. Is "General Discussion" a good enough name?

Why can't that be done? That's what we've got with the http://www.piratesahoy.net/forums/potc-build-mod.37/ forum.

Anyway, on the top is fine and the name "General Discussion" is fine too.

Because the PotC Build Mod forum is parented to the Akella's Pirate Games category. Hearts of Oak is now its own category, not a forum parented to a category. If you get me meaning.
