I'm not using any mods. I do have multiple save games, but I've no idea when QC became 'vacant' lol. Possibly after Rheims' house? Not 100% sure though.
So no mods and nobody in the entire town at all?
That's weird. Unfortunately I can't really think of an explanation either.

My save file must be glitched - none of the ports I sacked seem to be coming back too, only Oxbay and Greenford are returning :S
