"Sail to" doesn't work

Indeed it IS a pirate town; I thought it was only in Colonial Powers, but it seems that its also in Golden Age of Piracy.
Do you think it should be French there though?

I fixed the priest and skeleton at some point.
The only issue left is that the skeleton only starts chasing the priest when the priest has run off a little bit already.
The priest always escapes into the church; that's what he does.

i have no historical opinion on that. i like tortuga as-is. it was designed as the main pirate town after all.
