Need Help Skill tree

Im was thinking on create a minimod , that adds a new skill ( like the ones that allow u to use 1 or other flags for the diferent coustries ) that loads custom flags but im having issues locating the files .. jaja the closest i was the perk folder of the game , that is all that i found refering to that in concrete
