Included in Build Some LAi boarding things

In response to discussion here, I had a week ago done the following 2 things to my LAi_boarding.c file:

1) removed the string and effect that gives surrendered captains a -1 to leadership and grappling

2) commented out the soldier boarding weapons (since that is on hold now)

Both seemed to be the direction discussion had been heading on those issues.

Not sure if we want to do these for the upcoming release, but wanted to make sure we remembered to consider those.

Indeed #2 definitely needs doing.
It was a nice idea, but in its current state it seems it doesn't work well for gameplay yet.

For #1, I'd like some feedback from players.
Maybe you could start a poll on it?
I don't mind if it is removed.

Leadership penalty kept, grappling removed (by commenting it out, with explanatory note)

Also, soldier weapons commented out for now.
