Solved Strange encounters on waterfronts

By that point in the game you should have enough money to go to Vanderdecken and buy a monster ship or two. By the time I finish that storyline I'm about broke again and sell off all the huge ships and get something small, fast, and economical.


EDIT: Lately I have been running into groups of pirates and soldiers on the waterfronts of many towns. This is really strange as last year I captured a surrendered ship and hired the Captain. That is all.

Am I going to be getting into big fights now?

That should be the only reason for those extra encounters.

I just started taking crewmembers ashore on the last two treasure quests. I am still doing the second one now.
