Tia Dalma not at Muscetto Cove?

I did everything I was supposed to, but when I sail to Muscetto Cove, Tia Dalma is not there. From what I've seen this is a somewhat common problem; has it been resolved yet? I have the latest mod (14b1 with patch). Is there something else I need to do?

It was the file "Build 14 Beta 1 Patch 1", the only one I saw on the download page.

Tia Dalma should be fixed in Patch 3
