In some cases, it could be. But only if:
- You have one specific "served nation" as indicated by the yellow nation name in F2>Quest Book (this means your relations are linked to that nation).
- If that nation turned hostile to the nation you bought forgiveness from, the indeed that nation will turn hostile to you too.

However, when you bought forgiveness, you must have already been hostile.
So after you bought forgiveness, the random relation changes must have made your served nation friendly AND hostile again afterwards.
As there is only a small chance of any random relation chance happening at all and there are a lot of nations to choose from, that does seem a bit unlikely.

You can also "untie" your own nation relations from the nation you serve by getting two LoMs instead of one.
Starting the game with "Personal Nation" would work too, until you buy one LoM. The second LoM you buy will untie your relations again though.
