    Keypad 9 activates your spyglass on land and the S key activates it when sailing around.     How to attack and take enemy cities over?

    You still need to fire at them. Even if they don't have a fort, they will fire back and that's when you know you can go in. Usually if they don't have a fort, you don't even do land battle. You go straight to a swordfight with the captain of the guard.

    Best thing to do in situations like that is to walk a ways inland and then find the nearest hill, even if it's to the west or east a bit.
