    to get to lv 2 its 1000 but it increases with each lv up you can see how many point you need in your character menu its underneath the picture of your character I beleive.

    and to answer you're other question bout skill points best way is to simply cheat lol. but otherwise i usually get lots of sailcloth and planks and head into a storm. (that or go renegade inside a fort lol)
