    Usually, in the Log Book it will say, like (Port Capt. or Priest, etc.). I was trying to talk to all the uniformed soldiers as well as all citizens, it ended up being the Port Control Clerk. Hope this helps.

    I think all can be bought and more than onece. I got 5 from the vendors in Panama and 3 in Belize. Keep on the look out in Spanish cities, they are the most generous and fortunate, imo.

    Why not capture it and upgrade at the shipyard in Bermuda? Food for thought... I run 2 Flying Dutchman ships by having the luck to capture from Gentelmen of Luck. I did it with the Black or Dark Angel Corvette (I loved that ship, it was a true raider). This mod is awesome.
