Have a full map for my sister, but still cannot find her

How do you trade in `non-sacked` enemy ports?
Hi I've tried sneaking into enemy ports. I've managed to get to the tavern, and also the governers house. I have also got both levels of the disguise that are available as special items. However, I cannot find a merchant to trade with. Whenever I leave the tavern or the governers house...- Luminous
