I have managed to complete the storyline and CotBP and collect 5 quarters of the map ( who is the forger out there making copies - most likely Billy Brock 
).
It did not stop the quest from working or the but confused me a bit. :mm
The number of copies you get seems to depend on which path you follow. Some paths will only give you 4 copies.

Shaypen x 2 - ( taken from Brock's Body )
Skull x1 - only gives you this if you help Shaypen ( from Eastwood on the other path )
