Can double-barrels musket guy really equip muskets?

Because with relatively low stats and no skills he is useless as fighter... Any use for him at all besides finishing the quest? And I thought the musket will remain in his inventory but is simply disappeared.

It'll reappear once you exit the building. And in my game he's quite effective, and of course being a quest officer you don't have to worry about his loyalty because he will never ever leave you.
