Clair quest bug

I got the clair quest to go to oxbay, but some pirates killed clair and sunk his ship. Now if I go to oxbay it transports me to a stretch of the island and won't let me open ANY doors. I can't get into the oxbay mines, I can't get into Greenford, and I can't get to the light house. I'm just trapped!
