The diving suit is only attainable during COAS quest. It happens late towards the end of the quest when you were instructed by the mechanic to find a gear in the sea to release the Corvette for the getaway. The annoying thing about it is that for the second immersion and on forth, you are only able to dive no earlier than 10AM.
