Cannot Confirm Fred Bob - Missing in Assassin Story

Just been to St Pierre in At the beginning of the Assassin Story.

The side quest characters are there Blaques ( Milon & Rachel), Orabel, Thierry, Andre Julio, and Baldewyn Coffier in the tavern.

However Fred Bob is not there.

I just started a new game on Assassin and teleported straight to Martinique:
Can't seem to confirm the problem; he's right there....

I tried also from your savegame with the same result: He's there just fine.
Maybe it took a while between you entering the location and trying to find him?
By that time, perhaps he might have gone for a swim? I just saw citizens randomly doing that....

Perhaps he knew I was smuggling - thought it was too dangerous and as he is already in trouble with the authorities - he decided to hide from me.
