[HELP] Anyone know how to change the characters that make up the town citizens?

Hello, anybody know which file controls the makeup of citizens of a town. Ie for the pirate towns the file that controls the make up of the patroling soldiers and citizens. Trying to mod one of the pirates into my character and it would be nice not to run into a bunch of "me" everytime i set foot on a pirate town, so if anybody knows how to change that, would be appreciated. Thanks :cheers
 
Just copy a model and then rename it... open in a HEX Editor and change the texture name (has to be the same length) to your texture.

DONE! Make this character a main character and he/she will only be you! :yes
