Jack Sparrow - Villanueva Sidequest

I have just completed the Capt Chevalle quest. He has joined me as an officer and I have sailed to Tortuga to start the Villanueva quest. ( Helping 2 pirates ).

On Tortuga jetty Chevalle is supposed to run into town and J Sparrow is supposed to talk to himself.

However Chevalle just stands there and Jack says nothing. ( If Jack talks to Chevalle - Chevalle says "Talk to someone else" )

I have now updated this quest so that if you help Chevalle before Jack is made governer of his island he wont do anything, then once you enter Tortuga with the rum runners Chevalle will run off... If you help him after the marooning then it plays out how it used to
