Licenses

I am playing as peter blood, I was talking to the port royal governor and I wanted to make the quest he gives but he said something about I needed a licence, How do I get it?
Also I want to know if there is a license that lets you get in the spanish cities without worrying about being attacked because I can easily run to my boat but then I cant get out to the world map.

Aye mate, you need a trading license to be able to trade with other nationality's, you should be able to find one with the "diplomat" at any pirate settlement, the same guy that fixes your reputation. Be sure and change your ships flag before you enter the new port as well. It also helps if you have a good bit of stealth! Good luck mate!
