Depends on what you mean, I suppose. If you´re referring to the hide of an elephant (what´s the difference between "hide" and "skin" anyways?) I´d say it exists. If, however, you´re referring to the key characteristic of a politician, I´m not quite sure, if "elephant skin" is the right expression.
 
In German elephant skin (Elefantenhaut) is a special paper which is used for special looking documents, certificates or greeting cards. It looks old like parchment with its typical dark veins and is made out of wood pulp, I think.

Well, I AM German (as you can easily guess from my Nick), but I never heard the expression "Elefantenhaut". I thought you were referring to the saying "ein dickes Fell haben" ("to have a thick hide" would be the literal translation).
 
Maybe it's a special printing term - specialized for the industry. I used to work in the printing industry, making plates for engraved stationery - and as with any specialized industry, there are terms used that aren't in the typical vernacular... Elefantenhaut may be one of those kinds of terms in German.
