does anyone know where to find the Low guy after he has taken the ship (something Wolf) from Bremuda to Cumana?
 
hmm, don´t know if you mean someone special, but quest-npc´s or ships that you need to find
have a special colour on the world-map.
for example if you have the quest for bringing a captain his lost logbook, that ship has green sails.
there are also some other colours wich mean something special (posted somewhere here on the forum).

so in your case i would guess you have to check the sea between bermuda and cumana and look for a ship with special sails.
 
You need to be in either a sloop or a lugger, if your sailing anything bigger, then Low won't appear. I was only able to find it after I entered a different encounter near Cumana. After I finished off that ship, Low's ship appeared as one of the "sail to" icon and I was able to find him that way.
