I began browsing through the code of the POTC Build and noticed functions like GiveShip2Character, LAi_QuestDelay, SetCharacterShipLocation and etc. and I'm wondering where can I read the documentation for functions like this and get their full list and finally to begin modding

Best place to start is to look in the documentation folder under your game's Pirates of the Caribbean directory - the New Horizons Tutorials & History document contains a lot of the modding stuff that is scattered arround in various threads on the forum.
