Regulation Captain St. Johns

Ahoy all!

I'm new here, but have been viewing for some time.

I have a problem. I have installed Build 13 final (Brilliant by the way) and I have run into a problem.

When I go to St. Johns military port (British) I talk to the Regulation Captain and he says that he cannot talk to me due to "I cant load dialog file [Antigua_Regulating.c] assigned to me"

Any Ideas how to fix it?

Can I even join the navy??

Please <a href="http://forum.piratesahoy.net//index.php?showtopic=9234" target="_blank">enable error logging</a> and tell me what's in error.log after that error occurred. There might be a typo somewhere.
