I aceept the Shipyard mission of stole the corvaty

i go to the town and it to ship yard

I found the map on his table and i just took it
some guys are come with axes and i kill them all
But the shipyard owner is can'tbe killed
so i escaped form the store and to sea and delived it to shipyard owner i take the quest
and he just give me 3000 it is too little

is there any other way to do it
I purchased the entry ot spain contry with almost 32000 in a pirate land i just got 3000 for the mission ofter the mission i am still a enemy ot spain.....?

You have 2 separate problems with it:
1. entering a hostile town (if it is hostile)
2. stealing the blueprints

1. You don't really need a licence to enter a hostile town. You can enter it with stealth and exit by force or just running away if exposed (read the topics about it).

2. There are 2 ways to steal the blueprints.
The first is the way you did it - just take it and run away from the town. Even if it is friendly town it will clam quickly and you will be forgotten.
The second is to enter the second room there and wait untill the shipyard closes and the guy there goes home. Then youy can simply take the blueprints and no one will see you.

BTW - the generic quests in this game usually don't bring money but XP so you may decide to decline which you don't like.
