Switching Questlines Between Countries

OK... I've completely finished the French Governor questline (Returned the Soleil Royale to Bonrepaux in Basse_Terre after I completed the "captured Santa Catalina" quest). I made sure the French quest was completed all the way. I then went to Bermuda and paid to get a Letter Of Marque for England. However.. the Governor at Port Royal Jamaica says I have business with the French and won't allow me to start the English questline. Any guidance to offer me here?.. or do I need to turn the french against me in order to start another Governor quest?

BTW.. thanks for the ton of advice from this forum area to many of you who took the time to post..

Recommendation for moderators: Make a sticky for each Governor Questline (5) to include the Pirate questline.. I had a hard time finding the French and Dutch questline info.. I did notice the Spanish questline is already stickied..

In that case.. the Spanish are going down...There will be a French dominated Caribbean on the horizon! Vive Le France! (or at least until I start a new game)
