trouble with spy finding

i every so often get a quest from a govner asking me to find a spy,should be easy
but every other time i get this quest the dialog that should appear when talking
to the citizens doesn't appear and i can't complete the quest.can be very frustrating
has anyone else encountered this problem? and does anyone have a solution to it?
thanks in advance to anyone who can help me.
 
I alway's save before quests but on a general note i have not yet experienced dialog problems which leads me to believe becomes a problem after completing a quest which is bugged or doing something else which in turn activates a bug within this part of the game.
 
I think its a bug. It's happened to me a couple of times. I think there are issues with generic quest selection and time centered around midnight day to day changeover. I will get the exact same quest again the next day and the issue about the correct dialogue won't be there. I thought it might have been because I completed the same quest day before. The same thing has happened when I'm approached by a captain in a tavern wanting me to go to his ship. If this occurs close to midnight and I have something else I want to do first like take a barmaid upstairs, when I come back down the other captain is gone and I'm propositioned by a different captain.

yeah I've encountered a weird bug before with the captains in the tavern before.i'll talk
to them accept their offer to meet on ship,but then look at log book and it's in the completed
section already and their ship is no where to be found.and on the spy thing,
when you are looking for him,there's a 4th dialog option that appears.where ya harang
all the citizens of the town till ya find one that can't verify his presence with others
living in town.it's actually a very funny quest,i enjoy it.but it messes up more often
than any other quest I've encountered so far. :shrug
 
It is said if the dialog option doesn't appear then the spy is hiding in one of the houses OR the shops (including the shop's store rooms). But I never checked it myself.
