Well, it looks like Artie is just expensive. I just hired Rys Bloom under a different name. I was level 11 and he is level 25 with 24 perks @ $2,257. That makes him a good deal!
On another subject, when I was distributing his perks something odd happened in the non contributing section. I would click on one and the perky points were deducted but nothing else happened. The check mark did not move from the right to the left so it looks like the perk is not activated.
