You have to do a quest to get the Flying Dutchman to show up... LOOK in the preperations for a walkthrough thread to see how.
By the way the Flying Dutchman is just a cursed ship in CoAS NOT the Flying Dutchman (it is called the Dutchman but doesnt look like the Dutchman) -
