    I tend to think that the reason why Cuba and the Spanish Main is left out is of gameplay and concept nature. I guess that they wanted to keep the 'islands' system of Sea Dogs and POTC, with a town or two and some land locations, a small piece of land isolated from the rest islands. I guess...
