    Thanks for the reply but my problem is that she is not giving a quest to unlock the Expert Marksman perk. When I reloaded a previous save prior to speaking with her, it would not have tripped the quest to begin. Her initial fetch quest for the perk ended on July 19th. I would have had no...

    I had visited the Turks Blacksmith and noted the fetch quest for unlocking the Expert Marksman perk. I did not have enough money or cargo hold to return with the silver she had requested. I noted that the return date was July 19th for her quest. I loaded my save outside her door once again...
