AI extremely stupid

A scenario repeats itself over and over again:
A pirate ship (I am friendly with the other nations) attacks me; and when it sees my ship it starts to run away or I decide to bomb it and it offers 2000-3000 gold to leave it alone. But once I go to the sea map the same pirate ship attacks me again and again!

mmhh when some ships attack me, and i pay them to leave me, they normally disappear from the sea map

but when i attack them, they often stop and let me kill them.
or they try to sail away, even when i'm faster. then i'm in the tail of the ship and i can simply take them out

It seems it doesn't disappear but just is removed to some distance. And if you have to go in its direction it pops again.
