What decides how many men there can be on a ship..

In the ship.ini it says 950 on my Manowar but i can only have 893 when i look on the ship stats..

Does rep. count and leadership.. ?

Im using Build 13 Final and are lvl 21 with 7 in leadership and a Hero Rep..

Probably some national modifiers.
Some nations can hold more than the max and some less than the max.
