There is a loose link in the Pearl.
But other than that it's pretty much it's own thing. Chronologically it indeed is way before the movie, in the stock game that is.
With the mod the date is moved closer to the movie (Probably for historical accuracy reasons?), and there are some other tie-ins.

Back to the stock game.
In the Russian version (v1.0.3) there is a scrapped quest in the files that features Jack:
ORIGINAL Akella Post-Ending Jack Sparrow Sidequest + Russian Patch Files
So perhaps there would have been a closer link between them.

Does the game world resemble the early 17th, or early 18th century more?

Also, thanks for sharing that really interesting link! I guess that confirms that the game was intended as a prequel.

The stock game is probably not accurate to either the 17th or 18th centuries. For example, frigates such as are seen in the stock game didn't exist in the 17th century. There were ships called frigates in the 17th century, not like frigates seen in the game; the version of the Black Pearl seen in the stock game would probably resemble a 17th century frigate.
