Solved AOP2 Newb question, not technical, searched forum but couldn't find an answer

I have AOP2 with GoF 1.2 and I want to find a port controller to store a ship. I've looked high and low talking to every NPC I see and can't find one. How do I find/access the port controller feature?

The Port Controller is in a building - if you can't find the building then it is also on the shortcuts menu ( like tavern, store , shipyard, etc )
