buidling your own buildings, does it work?

I keep seeing the stuff in dialouge about constructing your own buildings and such and it gets mentioned a few times in the forums but I was wondering if its active in the mods yet and how do we go about building out own buildings and what would they be used for?

Requirement: You need to have at least Build 13 Update 3 or Build 13 Final. How to do it? Just talk to a tavern-hired officer and select the option "Fetch some hands with shovels and axes, I want to erect a building. Right here and now!". You need planks and gold for it. Please note: You can build ANYWHERE you like. The buildings offer some useful options, such as ship repair at your shipyard or tax income, etc. However, the buildings look odd and bright and you can walk through the walls. I know this is weird, but there's nothing we can do about it. It's either that or no building at all. So we chose for the "weird building" as opposed to "no building". I think it's a fun feature.
