Yes, you need TX Convertor:

That converts .tga.tx files into .tga, which you can then view and edit with Photoshop, GIMP or anything else that can read .tga. And then you can use TX Convertor to convert the tga file back to .tga.tx for use in the game.

When you first convert the file from .tga.tx, take note of the file's format - "R5G6B5", "DXT1 - 4x compressed", "A8RG8B8" etc. Then, when you convert the .tga file back to .tga.tx, be sure to use the same format.
