Cannot Confirm Can't Dismiss Crew on Shore

I have one crewman I can't get rid of. I tell him to return to the ship and he does, but at the next location he is back.

Tried your save and it works just fine. I got rid of the crew member the first time. Went to various locations and he never came, I'm sorry I can't upload the snap shot I got because apparently the file is too large its like 2MB. But I have another save for for you where the crewmember is not there anymore. Feel free to try it

*How I did it is I chose the line that has a more calming approach instead of the demanding one.

@Jason: I'm not sure what happened here, but as far as I understand from the above, it is already solved.
So I'll call it "Cannot Confirm".
