Solved can't smuggle

I bought some ale and went to Puerto Rico to smuggle. But the smuggler in Tavern said I need pay 5000 to get unbanned. Where do I go to pay to get myself unbanned?

You just pay the smuggler in the tavern (there should be a dialogue choice for that)

Yes, there should be a dialogue option for you to pay the smuggler you talked to. Try talking to him again when you have enough funds. Sometimes dialogue options have conditions before they appear.
