Collonists and Settlements

I have a question.....

Yesterday i got the message, while talking to another ship, new collonists have arrived in Antigua.
I remember, in Sid Meyers pirate`s and Port Royale, Collonists can transported to Towns/Settlements, and pay for the trip. Is that in AOP also possible?

Do Towns grow if new collonists arrive?
